A person is punishable for a capital sin only if he directly or indirectly caused the death of someone else.
If a second person speeds up or delays the process, he is the direct or indirect causer of the death of someone else and commits a capital sin. The first person is then not punishable for the capital sin of murder. But the person is certainly punishable by G-d.
Here, the Divine Code gives the example of a person being put in a well that someone fills with water. As long as the person has not drowned, it is not yet murder. If a second person speeds up or delays the filling of water and the person dies, he is the one who caused the death and is liable.
