Topic Chapter 4:12 - 4:14
To "make the world settled" forbids non-Jews to do any action that logically causes a destruction of society. A woman who from time to time acts frequently with any man is essentially a prostitute (this also applies if a woman has relationships with a certain number of regular men) and it is forbidden for non-Jews to allow such a woman in their midst, because prostitution itself leads to rampant adultery and the decay of society.
