Right after Noah left the ark he realized that G-d had allowed him to bring kosher animals in the ark so that he could thank G-d through a (completely) burnt offering.
From this we learn that it is important to thank G-d right after one is saved from whatever danger.
A Noahid may offer a full burnt offering in any place, except in the Temple, where his burnt offering was brought by the Jewish priests.
However, it is unwise to do so because it must be done in an especially sincere and holy way. And we must be very careful that it is not a blemished before Him.
It is better to thank Him with our prayers, as we can learn from Hosea 14:3
Instead of bulls we will pay
[The offering of] our lips.
