It is permitted for a Noahide man to wear a condom that blocks the flow of semen and this is not considered spilling semen as long as he is emitting it during vaginal or anal intercourse with his wife. However, this use of a condom is only permitted on a temporary basis. If there is a dire need, such as if his wife is not well and does not want to conceive because it would endanger her life or damage her health.
It is not forbidden for a Noahide to have "abnormal"(anal) heterosexual relations. This leniency for abnormal relations only applies if the man does so in a temporary fashion, for the purpose of his own pleasure, but if he does so constantly in order to prevent pregnancy, it is forbidden and is considered as spilling his semen intentionally.
