Mutual grafting of fruit-bearing trees is always prohibited as long as it takes place in any way above ground.
Fruit-bearing trees are all trees that bear fruits that can be eaten by humans - including the rose root - and fruits that can be used as animal fodder.
Trees with edible nuts fall under fruiting trees.
