Although a person has committed an action for which he is liable for capital punishment, it is forbidden for any other person to kill him, only a court has jurisdiction to judge and punish that transgressor for his actions.
One who takes his own life intentionally is a murderer and is liable to punishment by G-d for the capital sin of murder, as it is stated, "But your blood of your [own] souls I will demand" (Genesis 9:5)
