"Let the work be heavier upon the men..."
Pharaoh's goal was to keep the people constantly busy with this heavy workload so they would not have time to contemplate their existence and dream about the possibility of freedom.
According to R' Moshe Chaim Luzzatto (Way of the Upright) this is the strategy of the yetzer hara, our inner adversary. And in our world today, it seems to be working.
We are always so incredibly busy. Ironically, the technology we invented to make our lives easier and give us more free time has taken over our lives. We have become tethered to our phones and tablets and computers needing to attend to a constant bombardment of pings and notifications.
Just as our ancestors in Egypt, we are in desperate need of liberation.
